Responsive web design is a new form of web development which uses CSS to stretch, shrink or re-arrange web pages so that they fit on differently sized screens.

Before responsive web design technologies were developed, many web designers would run multiple websites on different sub-domains to cater for mobile and desktop users. Another common workaround was to add code to the page that would identify the device that the visitor was using, and serve up different HTML depending on the size of the screen and the capabilities of the web browser.
These workarounds were error-prone and not particularly effective from an SEO point of view. Having two websites that are similar in content and that differ only in design waters down your link-building efforts and could result in Google giving you a duplicate-content penalty.
